Ying Liu, PhD

Bio

Ying Liu is the founder of Altiora BioStrategy LLC, where she advises biopharma leaders on market access, commercial strategy, and portfolio decision-making across the full product lifecycle. She brings more than 15 years of global experience translating complex science into actionable commercial strategies, from pre-IND planning through loss of exclusivity.

Ying has held VP-level leadership roles, bringing a distinctive combination of experience spanning strategic planning, market access, pricing, and commercial strategy and operations. She has led strategic planning teams that integrate market insights, forecasting, and P&L management to guide multibillion-dollar portfolio investment decisions across R&D, Commercial, and Manufacturing & Supply. She has articulated growth strategies for C-suite executives, boards, and investors, and designed launch blueprint, governance, KPI tracking, go-to-market models, and strategic workforce planning. She has also built and led U.S. and ex-U.S. market access and pricing teams, supporting strong patient access for four U.S. launches and ten global launches through evidence generation and value-based negotiation.

Ying holds a PhD in policy analysis, as well as an MA and BA in Economics and Government. She is fluent in English and Mandarin Chinese. She has held roles at Sanofi, Biogen, and Allergan, and brings therapeutic-area experience spanning immunology and inflammation, ophthalmology, autoimmune diseases, dermatology, respiratory, and gastroenterology.
